In the Chui region, law enforcement agencies have detained three employees of the Bishkek City Department of the State Center for Vehicle Registration and Driver Licensing, which operates under the Office of the President of the Kyrgyz Republic. They are suspected of organizing illegal vehicle registrations using forged documents. The court has decided to arrest them for one month.
According to the regional police department, the detention was the result of an investigation that uncovered a stable criminal group engaged in the production of fake certificates of completion from driving schools.
The investigation established that the organizers were the directors of private driving schools B.T. and M.A., as well as intermediary I.T. They received amounts ranging from 40,000 to 120,000 soms from citizens, including those outside Kyrgyzstan, for processing forged documents without actual training. After that, the "students" were fictitiously registered on the state portal, allowing them to take exams for obtaining driver's licenses.
It was found that through one of the intermediaries, 244 people were enrolled in driving schools, and the total amount of illegally obtained funds amounted to 2,760,850 soms. A criminal case has been initiated under Article 379 of the Criminal Code of the Kyrgyz Republic "Forgery of Documents." All organizers of the scheme have been detained and placed in a temporary detention facility.
During searches, law enforcement seized 200 student attendance logs, 160 certificates of course completion, 264 various documents, eight electronic storage devices, and a hunting rifle with 40 cartridges. All these items have been recognized as physical evidence.
In the course of further investigative actions, the police established that this criminal group was also involved in the illegal registration of vehicles imported from neighboring countries. According to the investigation, employees of the state center ensured the fictitious entry of data into registration databases and the registration of vehicles using forged certificates and registration documents.
Among those detained are chief specialist S.D., as well as specialists K.U. and U.A. All of them have also been placed in a temporary detention facility.
The investigation is ongoing.
