
In his comment, Sibiga clarified that the 20-point agreement is a bilateral document that will be signed between Ukraine and the USA, and emphasized that the USA must also sign an agreement with Russia. “Currently, this is the structure being discussed, but negotiations are ongoing,” he added.
The minister also noted the importance of Europe’s participation in the peace negotiation process and in security matters. “European countries are participating in the discussion of security guarantees,” he emphasized.
Additionally, Sibiga added that American troops will not be stationed on Ukrainian territory; however, some European partners have confirmed the presence of their contingents, which is only possible with American guarantees. “This can only happen on the condition of American insurance,” he clarified.
It is important to note that in this context, the term “security guarantees” is mentioned for the first time, which is a stricter formulation compared to the previous “assurances.”
