Changes to the Rules for Determining the Localization of Pharmaceutical Products and Medical Devices for State Procurement Purposes Came into Effect in the EAEU

Starting from January 22, new rules regarding the determination of the country of origin of certain goods for public procurement will come into effect in the countries of the Eurasian Economic Union. This is reported by the Eurasian Economic Commission.

Changes will apply to relationships that arise starting from January 1, 2026.

The relevant decision of the Council of the Eurasian Economic Commission, adopted on November 19, 2025, which updates the rules concerning certain pharmaceutical and medical products for public procurement, has been published on the legal portal of the EAEU.

As a result of these changes, products under 56 names will be added to the Eurasian Register of Industrial Goods. This includes 31 items, such as synthetic fibers, needles, prostheses, urostomy bags, ultrasound scanning devices, medicines, and pharmaceutical substances, which are added based on the fulfillment of specified production conditions and technological processes. Additionally, 25 items, such as medical masks, bandages, syringes, surgical materials, hearing aids, and fire extinguishers, will be included upon the provision of a certificate of form ST-1.

Furthermore, the validity period of Appendix No. 11 to the Rules, which contains the list of goods for inclusion in the Eurasian Register of Industrial Goods based on the certificate of form ST-1, has been extended until the end of 2026. For some categories of products, this period will expire on June 30, 2026.

The Eurasian Register of Industrial Goods has been established to ensure access to public procurement in the EAEU countries, where preferences, restrictions, and prohibitions on goods from other member states and third countries are in effect. To be included in the Register, it is necessary to follow the established algorithm.
