The purpose of this initiative:
- to guarantee insured citizens the right to complete and accurate information about medical services, their quality, and the conditions of their provision;
- to increase the level of transparency and accountability from medical institutions;
- to ensure broader access to medical care within the framework of the State Guarantees Program.
Proposed changes:
For citizens (Article 13):
- the existing rights are supplemented by the right to receive up-to-date information from medical service providers and insurers regarding the types, quality, and conditions of medical, preventive, rehabilitation, and wellness services.
For medical service providers (Article 16):
- the obligation to keep records of provided assistance with a personalized approach is introduced;
- it is necessary to place information about the list of services, their conditions, and quality in accessible locations within the framework of the State Guarantees Program;
- the obligation to provide citizens with information about the working hours, types of services, as well as indicators of accessibility and quality.
Currently, the Mandatory Medical Insurance Fund (MMIF) collaborates with 145 medical organizations, including general practice centers, hospitals, family medical centers, dental clinics, and emergency services.
According to the fund, over 5 million citizens have medical insurance, which accounts for 74.2% of the population attached to family doctor groups.
