In accordance with the changes, the documentation required for agricultural producers wishing to receive subsidized seeds and support from the government has been clarified. Applications are now submitted to the district agricultural development office with contact information included.
When submitting an application, it is necessary to attach copies of identity documents and TIN for individuals and individual entrepreneurs, and for legal entities — documents of state registration, the charter, and information about the manager, as well as proof of land ownership.
It is important to note that if documents can be obtained through the inter-agency electronic interaction system "Tunduk," their submission by the applicant is not required.
Additionally, clear deadlines for reviewing applications have been established: the district office must forward the documents to the district commission within two working days, which, in turn, is obliged to make a decision on inclusion in the list of recipients of subsidized seeds no later than five working days from the date of application submission.
Some items, such as 12, 18, and 28, have been excluded from the procedure, and the requirements for seed-growing farms engaged in the production and sale of priority agricultural crops have also been clarified. They must confirm the quality and quantity of seeds, as well as the absence of tax, insurance contributions, and budget loan arrears. The responsibility for the accuracy of the submitted data lies with the farms.
According to the decision of the district commission, a contract for the provision of a state subsidy will be signed between the seed-growing farm and the authorized body responsible for seed certification and variety registration. Within three working days after receiving the necessary documents, the authorized state body makes a decision on the payment of the subsidy.
The new rules will come into effect in 15 days.
