“Currently, we have two platforms for electronic procurement – one for budgetary institutions and another for non-budgetary institutions. We are considering the possibility of merging them into a single system and have already prepared a draft law to amend the legislation for the Jogorku Kenesh, which has passed its first reading,” the minister added.

Currently, there are two state portals for procurement:
1) The Electronic State Procurement Portal of the Kyrgyz Republic, where announcements for procurement for state and municipal institutions are posted, including ministries, agencies, and social sector organizations;
2) The Procurement Portal for state and municipal enterprises, as well as economic societies, where more than 50% of the shares are owned by the state.
State Assignment
According to the amendments made to the law on state procurement, a state assignment is considered an order carried out at the expense of the republican and local budgets to legal entities with state participation in the charter capital, aimed at fulfilling priority tasks directed at ensuring socio-economic stability and/or socio-cultural development.
State assignments may include orders in the following areas:
1) culture and tourism activities, protection and use of historical and cultural heritage sites;
2) education, science, and healthcare;
3) organization and conduct of events by the Presidential Administration of the Kyrgyz Republic and its subdivisions;
4) construction, reconstruction, repair, and maintenance of public roads of international and republican significance;
5) creation, updating, and modernization of fixed assets, development of various sectors of the economy;
6) organization and conduct of official events at the state level with the participation of the President of the Kyrgyz Republic, the Speaker of the Jogorku Kenesh, and the Chairman of the Cabinet of Ministers.
