The city of Osh may retain 50% of the sales tax, - head of the State Tax Service

The topic of the decentralization of the sales tax (NST) remains relevant. This was stated on March 17 by Alambet Shykmamatov, the chairman of the State Tax Service, during a meeting with businessmen in Osh.

This initiative was first announced on August 28, 2025, when Shykmamatov visited the new market in Osh. At that time, he suggested to the city's mayor, Jenishbek Toktorbaev, to strive for 50% of the NST revenues to remain in the local budget.

According to statistical data, the collections in Osh amounted to:

- NST – 2 billion 163 million soms;

- VAT – 2 billion 162 million soms.

Shykmamatov noted that if half of the funds (approximately 2 billion soms) were allocated for city needs, it could significantly improve the infrastructure.

According to the head of the Tax Service, the issue of tax redistribution has not lost its significance. However, the implementation of this mechanism requires active participation from the municipality. “We discussed the possibility of launching a pilot project that would allow directing 50% of the NST to the city budget with Janar (Akayev). This would create a direct interest for the mayor's office in the effective collection of taxes. The mayor's office was supposed to prepare the relevant documents, but this did not happen. I do not want to blame anyone, but now Janar myrza needs to prepare the project and submit it to me, and I will sign it with approval,” added Shykmamatov.

In his opinion, decentralization will provide local authorities with a more active role in economic processes, helping to bring businesses out of the shadows.
