President Japarov signed a decree on the establishment of a consortium of institutions to support small and medium-sized enterprises in Kyrgyzstan.

- In accordance with the decree, the purpose of creating the consortium is to unite the efforts of government structures, financial institutions, educational organizations, and international partners to enhance the efficiency and transparency of policies supporting entrepreneurship.

The Secretariat of the new consortium has been appointed to the Ministry of Economy and Commerce of the Kyrgyz Republic.

The decree stipulates that the consortium's founders' council will be responsible for shaping key directions and priorities for the development of small and medium-sized enterprises in the country. All decisions regarding the support of these business entities will be mandatory for execution by both consortium members and government bodies.

Furthermore, the decree obliges government bodies to provide necessary support to the Ministry of Economy and Commerce in implementing activities aimed at the development of small and medium-sized enterprises, as well as establishes priority areas for interaction between them.

The President has instructed the Ministry of Economy to coordinate the actions of consortium participants and monitor the implementation of its decisions.

Additionally, the head of state has called on the government to develop a Program for the Support and Development of Small and Medium-Sized Enterprises by the beginning of the second quarter of 2026, extending to 2030. The program should encompass comprehensive development of all aspects of entrepreneurial activity, including:

1) support for youth entrepreneurship to form a new generation of businesspeople and unlock the country's innovative potential;

2) promotion of women's entrepreneurship to expand economic opportunities for women and increase their participation in business processes;

3) stimulation of social entrepreneurship aimed at addressing social issues and creating sustainable jobs for vulnerable groups of the population;

4) support for the development of regional entrepreneurship;

5) formation and development of clusters to enhance production cooperation, technological integration, and competitiveness of industries;

6) development of the creative economy, contributing to innovative, export-oriented, and culturally significant growth of the national economy.
