A consortium of institutions to support small and medium-sized enterprises has been established

President Sadyr Japarov signed a decree dedicated to the creation of a consortium of institutions supporting small and medium-sized businesses in Kyrgyzstan.

This step is aimed at uniting the efforts of government agencies, educational institutions, financial institutions, and international partners. It will enhance the effectiveness and transparency of entrepreneurship support policies, based on Articles 66 and 71 of the Constitution of the Kyrgyz Republic. In accordance with this decree, it is ordered:

1. To establish a consortium of institutions supporting small and medium-sized businesses, according to Appendix 1.

2. To approve the Regulations on the consortium, presented in Appendix 2.

3. To appoint the Ministry of Economy and Commerce of the Kyrgyz Republic as the secretariat of the consortium.

4. To establish the following conditions:

1) the consortium's founders' council will determine the key directions and priorities for the development of small and medium-sized entrepreneurship, and its decisions will be mandatory for all consortium participants and government agencies;

2) government agencies are obliged to assist the Ministry of Economy and Commerce in implementing activities aimed at the development of small and medium-sized businesses, ensuring priority interactions in relevant areas.

5. The Ministry of Economy and Commerce of the Kyrgyz Republic:

1) should coordinate the actions of consortium participants and monitor the implementation of its decisions;

2) must take measures arising from this decree.

6. The Cabinet of Ministers of the Kyrgyz Republic must approve the Program for the Support and Development of Small and Medium-Sized Businesses until 2030 by the beginning of the second quarter of 2026, which will include comprehensive measures for the development of all areas of entrepreneurial activity, including:

1) support for youth entrepreneurship, which will serve as a foundation for forming a new generation of entrepreneurs and unlocking the innovative potential of the country;

2) promotion of women’s entrepreneurship to expand economic opportunities for women and increase their participation in business;

3) stimulation of social entrepreneurship aimed at addressing socially significant issues and creating sustainable jobs for vulnerable populations;

4) support for regional entrepreneurship;

5) development of a cluster approach to enhance production cooperation, technological integration, and the competitiveness of industries;

6) development of the creative economy, contributing to innovative, export-oriented, and culturally significant growth of the national economy.

7. Control over the implementation of this decree is entrusted to the management of control over the execution of decisions of the president and the cabinet of ministers of the administration of the president of the Kyrgyz Republic.

8. The decree comes into force ten days after its official publication.
