"The roads of Kyrgyzstan still do not have passports, - former Minister of Transport Kalilov"

- Former Minister of Transport Jamshitbek Kalilov pointed out an important systemic problem in the road sector of Kyrgyzstan — the lack of road passporting. He reported this on the air of one of the radio channels.

He noted that passports are already being issued for livestock in the country, yet most roads still do not have technical passports.

Kalilov also reminded that the production and innovation center was supposed to engage not only in the manufacture of road signs but also in the passporting of roads, which, in his opinion, has been overlooked.

“The ex-minister emphasized the issue of the absence of so-called 'blue books' for roads registered with the Ministry of Transport. After the adoption of the law on the Road Fund, right-of-way and protection zones were approved, but in practice, permits were issued for construction along the routes, which created a certain disorder,” he explained.

According to Kalilov, the situation began to change after the issuance of Presidential Decree No. 56, which initiated the process of clearing illegal constructions along roads in 2025. However, without passports and 'blue books', the ministry will not be able to effectively manage roadside infrastructure.

“As a pilot project, the Bishkek—Manas Airport road was chosen. More than 2 million soms were spent to obtain the 'blue book' for this section. At the same time, the ministry has over 19,000 kilometers of roads on its books, and according to estimates, processing documents for all routes will require more than 1.5 billion soms,” Kalilov concluded.
