One possible reason for this decision could be Prime Minister Carney's speech at the World Economic Forum in Davos. In his address, he pointed to a rift in the global governance system led by the United States, emphasizing the rivalry of great powers and the weakening of the rules-based international order. Although Trump was not mentioned in his speech, many analysts believe he was at the center of his criticism.
