Deputy of the Bishkek City Council proposes to simplify the procedure for cutting down dead trees in Bishkek

At a joint meeting of the factions "Emgek" and "Zhańy Kүch," Deputy Erkinbek Salymbekov raised issues related to the cutting down of dry trees and the fines for illegal logging.

The deputy addressed a representative of "Bishkekzelenhoz" to find out what the fines are for unauthorized logging. In response, the representative of the agency noted that the amount of the fine depends on the species of the tree and its diameter, and calculations are made using a special formula.

Salymbekov provided an example where a dry tree could pose a danger to people or property. He stated that if someone decides to cut down such a tree without permission, they could face a fine of up to 30,000 soms, especially if the tree has a large diameter. The representative of "Bishkekzelenhoz" confirmed that such fines could be applied in the case of significantly sized cut trees.

The deputy expressed dissatisfaction with the existing procedure for approving the cutting of deadwood. In his view, "Bishkekzelenhoz" bureaucratizes the process too much by directing applicants to environmental services instead of making decisions independently.

The agency representative clarified that the organization does not have the right to cut down trees independently. First, an act is drawn up, and then "Bishkekzelenhoz" contacts the city environmental management for approval and permission.

Salymbekov suggested simplifying the process in cases involving deadwood, believing that it would be sufficient to just draw up an act and make a video recording, without the need to contact the environmental management. He also noted that as far back as last year, he had asked "Bishkekzelenhoz" to take on the resolution of this issue and to approach the mayor to simplify the procedure.
