Deputy: The GIK will build houses in the Alamudun District. What about those who were waiting for plots?

At the meeting of the Jogorku Kenesh, Temirlan Aitiev drew attention to the difficulties faced by residents of rural areas who are awaiting the allocation of land plots from the government.

He reminded that according to the Land Code, every citizen has the right to receive one land plot for building a house during their lifetime. Since 2005, when the government approved the procedure for issuing such plots, many residents have begun to wait for their turn, but in practice, this has only been implemented in certain regions.

“Our citizens have been deceived due to their vulnerability, becoming victims of fraudsters who sold agricultural land plots. Some of these fraudsters held high positions. The problem has become so serious that the president announced an amnesty,” he noted.

According to Aitiev, there are currently more than 100,000 people in official queues for land plots, of which about 17,000 are residents of the Alamudun district. He added that the government could provide plots by converting agricultural land. However, currently, some plots have been transferred to the president's administration for housing construction by the State Investment Corporation (GIK).

“In the Alamudun district, 120 hectares of land have been prepared for conversion. But a problem has arisen: by order of the president's administration, this land has been transferred to its balance, and GIK has already begun construction work. At the same time, people waiting for their turn receive no concessions. The quota is only 20% for those in line. For example, if 1,000 apartments are being built, only 200 of them will be allocated under the quota, and these citizens will have to pay according to GIK's conditions,” he clarified.

The deputy emphasized the unfairness of such an approach. For instance, when GIK builds on municipal land, part of the apartments is allocated to the municipality for needy citizens. Aitiev wonders why the rules differ for urban and rural residents.

He urged the government to provide up-to-date information on which lands will be converted so that people are aware of their chances of receiving plots, and also suggested amending the legislation so that the conditions for obtaining apartments from GIK are the same for all citizens, regardless of their place of residence.
