Dastan Bekeshev proposes to issue family visas to avoid separating families

The deputy drew attention to situations where citizens cannot reunite with relatives due to visa restrictions

At a meeting of the Jogorku Kenesh, Deputy Dastan Bekeshev raised an important issue regarding separated families suffering from the visa regime between Kyrgyzstan and Kazakhstan.

According to him, citizens are reaching out to him whose relatives cannot be together due to migration restrictions. In some cases, spouses are in different countries, and children are forced to remain in Kazakhstan because one of the parents is a citizen of that country.

Bekeshev emphasized that many family members cannot enter Kyrgyzstan due to visa bans and proposed considering the possibility of introducing family visas. He also called for negotiations with Kazakhstan on mutual concessions for relatives of citizens of both countries.

First Deputy Minister of Foreign Affairs Almaz Imangaziev confirmed the existence of the problem. He reminded that in 2023, Kazakhstan introduced the rule of "90 days of stay within 180 days," but at the initiative of the Kyrgyz side, this regime was temporarily suspended until the end of 2025. In December, Kazakhstan reactivated the restrictions, after which Kyrgyzstan was forced to respond with mirror measures.

Imangaziev noted that cases where citizens cannot enter the country are not widespread but have humanitarian consequences. He reported that the Ministry of Foreign Affairs is monitoring the situation at the border and that in the first half of 2026, the authorities intend to consider the possibility of making decisions for individual citizens who could not return to the country for family or other humanitarian reasons.
