Sadık Sher-Niyaz, the Ambassador of Kyrgyzstan to France and Permanent Representative to UNESCO, is a unique figure in Kyrgyz diplomacy. He freely discusses topics such as cultural policy, architecture, and the green economy. In a recent interview with 24.kg, the ambassador shared his thoughts on the significance of the UNESCO Executive Board for Kyrgyzstan, how a yurt can serve as a basis for modern homes, and how Bishkek is establishing connections with the West amid a complex geopolitical situation.

The Yurt as a Sustainable Architectural Element



— Your new invention, a structure with elements of a yurt, is actively discussed in Bishkek. Have you managed to obtain a patent?

— Yes, I have received a patent for this invention, which is not related to my work at UNESCO or my diplomatic activities. I applied for the patent about nine months ago and recently completed the process. This is not a classic yurt, but a frame house based on the principle of a yurt.


The yurt is, in my opinion, one of the most durable and sustainable structures created by humanity. I decided to adapt this principle for modern housing construction.

The structure resembles panel-frame houses that are widely used in Finland, Canada, and the USA. It features a lightweight wooden frame and an economical foundation, ensuring quick and inexpensive assembly.

— When can such houses start being built in Kyrgyzstan?

— We are at the implementation stage. The invention has already attracted attention at the state level, and experts, including seismologists, have joined the project, providing positive assessments and are ready to issue the necessary certificates. However, the process will take time, but it has already begun, which is a positive aspect.

— How many floors are planned?

— At the first stage, we will build single-story houses to test the reliability of the structure in real conditions. Initially, this will be country housing and cottages. In Kyrgyzstan, especially in tourist areas, there is a high demand for such constructions.

— Is this housing only for the commercial market?

— Not at all. In the USA and Canada, frame houses are actively used for social housing. If, for example, the State Mortgage Company is interested, we can very well build such houses for low-income people. It is efficient, reliable, and practical.

UNESCO as a Tool for Development



— You have been working on cultural heritage issues for many years. Which of Kyrgyzstan's initiatives in UNESCO do you consider the most significant?

— UNESCO deals with both tangible and intangible heritage of humanity. For example, in 2003, the art of akyns-improvisers was recognized as intangible heritage, and I became a co-author of this nomination along with Beksultan Zhakiev.

Sulaiman-Too is a vivid example of tangible heritage. For any country, it is a source of pride. We have other nominations, such as kok-boru and ak-kalpak, and just recently, the nomination for the drink maksym was defended in India. We are also preparing new projects, including for the Kumbes of Manas.

— What about the holiday Nowruz?

— This is a joint nomination of 13 countries, initiated by Iran, which is historically justified. But it is important that Nowruz is recognized as a universal holiday that transcends one culture.

— Kyrgyzstan recently joined the UNESCO Executive Board. How do you assess this event?

— This is an important achievement. The Executive Board is the highest advisory body of UNESCO, consisting of about 60 countries. The General Conference took place in Samarkand, and despite doubts about its organization, everything went at a high level.


The election of Kyrgyzstan to the Executive Board is a success not only for our country but for the entire Central Asian region. Now we have the opportunity to promote topics of intercultural dialogue, green economy, and renewable energy sources more actively.

— What else can Kyrgyzstan offer to UNESCO?

— We have ideas for Sulaiman-Tash, the famous petroglyph park in Central Asia, and Arslanbob is also being discussed. The competition is high: about 200 countries, each deserving attention.

But our potential is great. The story of the walnut, which could have been exported from our land back during the campaigns of Alexander the Great, illustrates how cultural heritage can be part of world history.

— What benefits does including sites in UNESCO lists bring to the country?

— It is not only prestige but also investments, tourism development, and international recognition. In Europe, the UNESCO sign is always a marker of trust. The same applies to intangible heritage. UNESCO is one of the most authoritative organizations in the field of culture, science, and education.

France and Kyrgyzstan: New Horizons for Cooperation



— You are currently in Bishkek and actively meeting with the country's leadership. Are these working visits?

— Yes, that's correct. We are preparing high-level visits and conducting negotiations. The work of an ambassador is a continuous process.

— What ideas do you plan to discuss in Paris?

— There are many ideas. Kyrgyzstan's entry into the UNESCO Executive Board opens new opportunities. However, my role as an ambassador in France encompasses not only cultural issues but also the economy and politics.


We have acquired an embassy building in Paris — this is a symbol of our long-term intentions. The tourist project "Three Peaks" is developing, which is already being called the Kyrgyz Courchevel. We are establishing cooperation with French companies, including in the aviation sector.

French cuisine restaurants are also opening in Bishkek, which is part of cultural diplomacy.

— Thus, you are aiming for promising cooperation?

— Absolutely, Kyrgyzstan always strives for constructive dialogue and real economic ties. This is the only reasonable path.
