The proposed changes aim at a comprehensive update of the rules regarding the conditions of detention for convicts, the organization of their labor, procedures for transferring between regimes, the powers of penitentiary institutions, and regulations for law enforcement personnel.
Among the key proposals for the Penal Enforcement Code:
- reduction of the minimum term required for transferring convicts to easier conditions — from 15 to 10 years;
- increase in the allowable number of hours for engaging in paid and unpaid work;
- payment for the work of members of voluntary councils composed of convicts;
- strengthening of the conditions of detention for those convicted of terrorism and extremism, excluding the possibility of transferring to an easier regime;
- clarification of the rules for transfer from special regime institutions;
- expansion of the norms regarding the number of permitted phone calls, visits, and transfers for different detention regimes.
As for the amendments to the law on the penitentiary system, they include:
- officially enshrining the duty to guard correctional institutions;
- renaming the units responsible for guarding and escorting, and simplifying the wording regarding the departmental structure.
The law on service in law enforcement agencies is proposed to be amended as follows:
- abolition of the competitive selection for admission to service in certain cases;
- introduction of a new provision allowing for the promotion of employees based on the recommendations of their superiors;
- clarification of the grounds for dismissal, including situations where close relatives of the employee have a criminal record for serious offenses or have been found to have connections with organized crime.
