The government of Kyrgyzstan has identified key areas for the development of human potential and the creation of decent working conditions. The main focus will be on improving the living standards of the population, as outlined in the country's development program until 2030.

Experts predict that social and economic investments in the development of human capital could contribute to a 25% growth in the country's economy.

Main Goals of the Program

The document sets clear benchmarks that are planned to be achieved in the near future:

To achieve these goals, the government will introduce a new national employment policy. Significant attention will be given to digital technologies: electronic labor contracts and employment records will be introduced in Kyrgyzstan.

A new form of employment will also be formalized, including freelancing and platform work. Low-income families will receive support through social contracts aimed at promoting self-employment.

Development of Industry and Business

The state will support those sectors of the economy that are capable of creating new jobs. Enterprises with foreign investments will have a minimum quota established for the employment of Kyrgyz citizens.

Economic incentives will also be provided for companies that officially register employees and improve social insurance conditions.

Migration Policy and Protection of Workers' Rights

The reform will also affect migration processes. Key tasks include:

Improving technologies and implementing professional activity standards will create conditions for decent work with an emphasis on fair pay and stability.

Social Support for Citizens

The government will continue its efforts to ensure a basic level of social protection for citizens throughout their lives. The program covers a wide range of measures, from childhood support to care for the elderly.

The program's target indicators include:

Tasks and Innovations

To enhance the effectiveness of state assistance, a targeted indirect scoring method for property assessment will be implemented. Social passporting will be fully transitioned to the digital platform "Sanarip Aymak," and a voucher financing mechanism will be tested in the field of preschool education for vulnerable groups.

Special attention will be paid to protecting women and children from violence, as well as ensuring equal rights for women in the political sphere. In healthcare, the modernization of medical and social expertise and the development of the rehabilitation services market within the framework of public-private partnerships are planned.

Digital Transformation

A unified information system for labor resources, social protection, and migration will be developed in the country. Government agencies will transition from a declarative principle to a proactive working format, where the system will independently identify those in need using modern analytical tools and chatbots.
