Private medical practice in the Kyrgyz Republic is set to be strictly regulated.

The Cabinet of Ministers of the Kyrgyz Republic has submitted a draft resolution regarding the procedure for conducting private medical practice for public discussion.

The purpose of this document is to implement Article 21 of the Law "On the Protection of Citizens' Health in the Kyrgyz Republic," which aims to establish uniform standards for the operation of private medical institutions and physicians.

As stated in the report accompanying the draft, the need for its development arose due to numerous violations in the private healthcare sector. In 2025, the Ministry of Health conducted inspections of 311 private clinics.

Of these, 147 operated without the necessary permits, and 220 clinics were fined a total of 13 million soms.

According to the draft, private medical activity will be allowed only on the basis of a issued license. Doctors and clinics will be required to enter into contracts with patients, provide an open price list for services, and inform in advance about the cost of treatment.

Additionally, mandatory digital registration of all participants in private medicine in a unified state register will be introduced. It is expected that they will be required to provide reporting similar to that used in the public healthcare system.

The document also defines the conditions for access to private practice, including requirements for individuals who have received education abroad and for foreign citizens. It pays special attention to the protection of patients' rights and strengthening state control while maintaining the freedom of entrepreneurship.

If the resolution is adopted, it will come into force ten days after its official publication.
