Nurlan Sadykov: The Reform of the GKNB Will Be a Test of the State's Maturity

Recently, President Sadyr Japarov announced the need to reform the State Committee for National Security (GKNB), which is related to outdated approaches in the law enforcement system.

Nurlan Sadykov, a lawyer and chairman of the Abdykerim Sydykov Foundation, expressed the opinion in a comment to 24.kg that the proposed measures resemble a "political thaw" from the Soviet era, when the people suffered from repression and the NKVD persecuted citizens for their opinions.

According to him, unlike that time when the NKVD punished for political views, businesses are also experiencing pressure now. False criminal cases not only affect the fates of individuals but also paralyze the functioning of government administration, as officials are afraid to make decisions due to threats of repression.

For example, the law on "dacha amnesty," adopted in 2024, is still not being implemented, as state registration employees fear reprisals even when acting within the law. These fears hinder the country's development and create uncertainty among civil servants, Sadykov believes.

In this regard, the lawyer raises the questions: "Why did the prosecutor's office not exercise proper oversight over the GKNB?" and "Why did the courts not provide a legal assessment of the actions of law enforcement?" The resignation of the speaker of the Jogorku Kenesh indicates the president's critical attitude towards insufficient parliamentary control. Sadykov emphasizes that strict oversight by the parliament over the enforcement of laws is necessary in the system of government administration. It is unacceptable to allow a violation of the balance of power when officials can simultaneously perform the functions of both security and police, controlling the judicial system.

Therefore, in Nurlan Sadykov's opinion, the president's concern about the reform of the GKNB is relevant, as society expects that the actions of law enforcement will be regulated by law.
