At the meeting of the Jogorku Kenesh, a draft law on the reform of the state awards system was discussed.

Deputy Aisarakan Abdibaeva noted that the existing system requires changes, emphasizing that the proposed amendments could enhance the authority of state awards and titles. However, she expressed concern about certain provisions.

In particular, she opposed the abolition of the title "Honored," suggesting that it should be retained and the criteria for awarding it should be tightened. In her opinion, a minimum work period of at least 20-25 years should be established, and the achievements for which one can receive an award should be clearly defined.

Abdibaeva also proposed the creation of an independent expert commission that would have the authority to revoke awards only by court decision or based on the results of appeals. She believes that information about the reasons for awarding should be accessible to the public.

Gulay Mashrapova supported the draft law, noting its role in enhancing the prestige of state awards, but added that the title "People's Teacher" should be introduced.

"Education is a strategically important field. Teachers shape human capital, and their work should be valued accordingly. This title will elevate the status of educators and provide them with additional motivation," she emphasized.

The rapporteur on the draft law, the Minister of Justice, stated that the proposed changes could be taken into account in the second reading.
