According to the new requirements, companies and individual entrepreneurs engaged in kicksharing will be required to verify the identity of customers and ensure they possess valid driver's licenses before renting out scooters from the specified date.
Renting will only be possible after confirming the user's identity and the presence of the appropriate license.
Each device must be equipped with systems that allow tracking speed, recording location, automatically reducing speed in restricted areas, and transmitting data to the relevant authorities.
Operators are also required to ensure that scooters are not left in places that obstruct pedestrian and vehicle movement.
Each scooter will require a mandatory civil liability insurance contract for the owner. Access to the roadway will only be permitted with insurance and vehicle registration. In the event of an accident, the insurance company will cover the medical expenses of the injured and damages to third parties.
Additionally, each scooter will be assigned a unique registration number, which will be displayed on the device's body.
Renting electric scooters will be prohibited for:
- individuals under 18 years old;
- citizens without a driver's license;
- individuals deprived of the right to operate a vehicle.
The possession of a driver's license will become mandatory, regardless of whether the user intends to access the roadway.
From July 1, it is also planned to prohibit the movement of electric scooters on sidewalks and pedestrian paths.
Previously, the Bishkek city administration urged residents and tourists to strictly adhere to safety rules when using personal mobility devices. It is specified that with the onset of the electric scooter season, users may face temporary or complete blocking in kicksharing applications for violations of traffic rules.
