Audit of the Effectiveness of Government Subsidies in the Seed Production Sector of the Kyrgyz Republic

As a result of the audit, serious problems were identified that negatively affect the government support for the sector.


The Accounts Chamber of the Kyrgyz Republic conducted an audit focused on the effectiveness of government subsidies intended to support seed production farms from January 1, 2020, to September 30, 2025.

As a result of the audit, it was established that the outcomes of using government subsidies for the development of seed production do not meet expectations.



The audit revealed several systemic shortcomings that negatively impact the effectiveness of government support within the framework of the National Development Program of the Kyrgyz Republic until 2026 and the action plan of the Cabinet of Ministers for supporting seed production.

According to the results, measures to encourage the sector through the provision of subsidies to seed production farms and ensuring farmers with quality seed varieties have not fully achieved the set goals.

From January 1, 2022, to September 30, 2025, only 166.7 million soms were utilized, which is about 30.7% of the planned funding volume.



Among the main reasons for the low utilization of subsidies are the insufficient awareness of agricultural producers about the possibilities of government support and weak efforts in informing the population.

Moreover, cases of financing subsidies without prior approval in the budget and without proper regulatory documentation were identified, indicating violations of budget legislation.

In total, from January 1, 2020, to September 30, 2025, 197.5 million soms were allocated to support seed production.

At the same time, the Ministry of Water Resources, Agriculture, and Processing Industry did not carry out systematic work on control, monitoring, and evaluation of the effectiveness of budget expenditures, nor did it develop the necessary regulatory acts.

The audit also revealed a lack of a clear strategy, coordination, and distribution of responsibilities among the participants in the subsidy program. The regulatory framework remains insufficient, especially regarding the timing of subsidy payments and the functional responsibilities of officials.



An analysis of the impact of using certified seed varieties on the yield of agricultural crops was not conducted, nor was there a comparison of yields with district average indicators.

During the period from 2020 to 2025, a total of 26,126.6 tons of seeds were declared for subsidies, of which 16,628.2 tons were sold, which is 63.6%. This indicates insufficient demand planning and weak logistics, as well as a lack of informational work with farmers.

Overall, seed production farms were able to supply agricultural producers with seeds only at 13.5%, and the share of seeds provided under government subsidies was only 3%.

In the subsidy program from 2020 to 2025, an average of 31 farms participated for spring sowing and 25 farms for winter sowing.

Additionally, the insufficient functioning of regional commissions was noted, which did not ensure the necessary monitoring of the work of seed production farms and did not provide timely recommendations to the authorized bodies.

As a result, the audit emphasized the need to enhance the effectiveness of government support for the seed production sector. This requires the development of a clear mechanism for implementing the subsidy program, strengthening monitoring and control, expanding informational work with agricultural producers, improving budget planning, and implementing effectiveness evaluation mechanisms, as well as increasing the accountability of government bodies.
