A recent discussion at the Ministry of Education of the Kyrgyz Republic focused on the issues of online aggression among youth.

According to data presented by the public fund "Taalim-Forum," a study was conducted regarding cyberbullying and digital hate among adolescents and youth in 2025. The survey covered 2,096 participants aged 12 to 25 from 128 educational institutions located across all regions of the country, including Bishkek and Osh.

As a result of the study, every second young person reported being a victim of online aggression in the past year, and for some, this negative phenomenon has become commonplace.
The study also examined the connection between bullying in real life and online aggression. It was found that conflicts arising in the school environment are transferred to the digital space, which negatively affects the psycho-emotional state of youth.

Participants in the discussion proposed a number of recommendations for creating a safe digital environment in educational institutions. These include updating the regulatory framework, legally defining the term "cyberbullying," and developing a national strategy for protecting children online.

Attention was also drawn to the need for fostering digital culture, implementing programs on digital ethics, and training teachers and psychologists in safe online behavior and providing psychological support to students.

It was emphasized that to reduce cyberbullying among children, it is necessary to unite the efforts of schools, families, and digital platforms. Currently, the public fund "Taalim-Forum" is working on creating a practical guide for teachers to help them recognize, prevent, and respond to cases of cyberbullying among youth.
