According to her, the situation with violence in the country remains alarming, and the number of cases is not decreasing.
“It is necessary for the fight against domestic violence to become part of a systematic state policy focused on prevention rather than just response. I propose to implement a law that will ensure comprehensive support for victims of domestic violence, including the involvement of a lawyer, psychologist, and social worker,” she stated.
In her opinion, the current strategy focuses on the actions of law enforcement agencies, which reduces the work to addressing the consequences of violence but does not prevent it. This approach cannot guarantee protection and eliminates the possibility of preventing repeated violence.
Turdubekova believes it is essential to shift from a reactive to a preventive model of work.
In this regard, she proposes the following measures:
- to adopt a law on psychological assistance that will mandate psychological support in cases of domestic violence;
- to establish legislative norms for the mandatory work of an interdisciplinary team in every case of violence;
- to introduce the profession of social workers who will focus on preventing domestic violence and early identification of risks, complementing the existing staff working in child protection;
- to ensure funding for the work of psychologists and social workers, as well as to establish clear standards for interagency cooperation.
“The implementation of this new model will create an effective prevention system, reduce the number of repeat cases of violence, improve the quality of judicial protection, and increase citizens' trust in justice. This will be a strategic step towards the real protection of human and family rights in Kyrgyzstan,” concluded Nazgul Turdubekova.
