Turdubekova is convinced that to address this problem, it is necessary to shift to a systemic state policy that will focus on prevention, rather than just reaction. She proposes creating an interdisciplinary model for supporting victims, which would include a lawyer, a psychologist, and a social worker.
“At the moment, the main focus is on law enforcement agencies, which leads to a situation where the response occurs only after an act of violence or murder. This approach does not provide adequate protection and does not prevent repeated violence,” the human rights defender notes.
In her opinion, it is necessary to change the reactive model to a preventive one and implement a comprehensive support system for victims.
In this context, Turdubekova proposes the following measures:
- to adopt a law ensuring psychological assistance and establishing the obligation of support in domestic violence cases;
- to legally approve an interdisciplinary team to work on each case of violence;
- to create an institute of social workers specializing in preventing domestic violence and early detection of risks;
- to ensure state funding for psychologists and social workers, as well as establish clear standards for interaction between agencies.
