Will the experience of self-sufficiency of the Ministry of Construction be applied in other agencies? Government's response

The question of the possibility of applying the self-sufficiency model of the Ministry of Construction, Architecture, and Housing and Communal Services to other state institutions was discussed in the Cabinet of Ministers. At a meeting of the Jogorku Kenesh, Deputy Kuvanychbek Kongantiev raised the topic of the effectiveness of this practice.

Deputy Prime Minister Daniyar Amangeldiev noted that self-sufficiency indeed brings positive results. He emphasized that the growth of the sector is incomparable to the level of wages, which became the reason for making such a decision.

Deputy Kongantiev proposed to extend this practice to all regulatory bodies, including fire services and sanitary-epidemiological stations, so that they could independently meet their needs if this model proves to be justified.

However, Amangeldiev responded that it is impossible to transition all state bodies to self-sufficiency due to the existing list of services that must be provided by the state.

“According to the law on state services, the services and their costs are defined, and as for construction activities, budget calculations are involved, regulated by building codes. Therefore, these services must be included in the overall cost,” the official explained.

He also added that tariffs for state services can be reviewed, but they should not burden citizens.

At the previous meeting of the parliamentary committee, Deputy Minister of Construction, Architecture, and Housing and Communal Services Talantbek Imanakun uulu reported that the Ministry of Construction is the only state body that operates on a self-sufficiency model. He clarified that 45 employees of the central office receive salaries from the state budget, while 2,236 other workers are compensated for completed orders, which explains the high salary levels of architects and other specialists.

In response, Kuvanychbek Kongantiev expressed concerns that such a practice could lead to corruption and monopoly in this area.
