The Government of Kyrgyzstan has presented for public discussion a draft resolution concerning the establishment of a Climate Education and Awareness Development Program for the period from 2025 to 2030. The document also includes an action plan and a matrix of indicators necessary for achieving the set objectives.

The goal of the program is to form a unified, sustainable, and inclusive climate education system that encompasses all levels of education and public spheres.

According to the justification note, Kyrgyzstan is among the most vulnerable countries in Central Asia exposed to climate risks. The impact of factors such as glacier melting, ecosystem degradation in the mountains, water scarcity, and increasing natural threats negatively affects the economy and the lives of citizens. In this situation, the country needs a comprehensive approach to developing climate knowledge.

The program defines state policy in the field of climate education, taking into account international commitments such as the Paris Agreement, the UN Framework Convention on Climate Change, and the Sustainable Development Goals. It emphasizes the importance of training qualified specialists, raising climate literacy among youth, civil servants, and educators, as well as developing scientific research and digital technologies.

Particular attention is paid to ensuring access to climate education for all segments of the population, including issues of gender equality and involving children and youth in environmental initiatives.

Currently, the climate education system in Kyrgyzstan is at an initial stage of development. The program developed for 2025–2030 aims to address existing legal and methodological shortcomings, create a sustainable multi-level system, and prepare personnel for the successful adaptation of the country to climate challenges.
