
The Deputy Prime Minister pointed out the reasons for the split in power
Edil Baisalov, who holds the position of Deputy Head of the Cabinet of Ministers, expressed his views on the tense political situation in Kyrgyzstan recently. He published his reflections on social media.
"I consider it important to openly state my position regarding the recent events," he noted.
Over the past five years, it has become clear that the President of Kyrgyzstan, Sadyr Nurgozhoevich Japarov, has been building his governance system in close cooperation with Kamchybek Kydyrshaevich Tashiev. Key decisions of state significance were made exclusively after joint consultations, which became a conscious model of shared responsibility that lasted surprisingly long, according to many observers both within the country and beyond its borders.
This model could potentially continue to serve the interests of the people. General Tashiev has repeatedly publicly expressed support for the president and his course, emphasizing his legitimate right to continue reforms. These messages were clear and unequivocal.
However, in recent months, some irresponsible individuals, referred to as "shot down pilots" and "political bankrupts," using the name of the people's general, have begun to consider themselves the authors of history. Pursuing their selfish interests, they started to speak on his behalf, promoting false decisions about power and creating an atmosphere of uncertainty. These actions undermined the stability that had been maintained for many years and sparked dangerous rumors about dual power and the need for early elections.
These provocateurs have caused a split between Sadyr Japarov and Kamchybek Tashiev, threatening the unity of the entire country.
This state of affairs is unacceptable. Power must be clearly defined, concentrated, and responsible.
Sadyr Japarov took an oath to the people and the Constitution of the Kyrgyz Republic, and his main task is to maintain unity, stability, and the rule of law, preventing the usurpation of power in any form.
We must not repeat the mistakes of the past, when serious state issues were reduced to personal interests and emotions. The president must serve exclusively the people and the Constitution, and no personal connections should outweigh his obligations.
As a mature society, we have no right to reduce the discussion of state issues to the level of personal conflicts.
It is also important to note that in recent years there has been a certain imbalance in the state system, both in the government and at the local level. The concentration of power in security agencies has led some of their representatives to act outside the law, creating an atmosphere of fear and repression, which has drawn just criticism from civil society and youth.
In the history of Kyrgyzstan, there have been moments when legality was replaced by political expediency, undermining the foundations of a constitutional state.
Excesses, no matter how well-intentioned, do not align with the spirit of our Constitution. Kyrgyzstan is a rule-of-law state, and we must protect the legal rights of every citizen. The time when some authorities had powers not inherent to them must remain in the past. We must strive for a rule-of-law state where each authority performs its clearly defined functions.
I regret that a certain stage of our political history has ended so unexpectedly. Nevertheless, I believe that this period of uncertainty must come to an end. We must pay tribute to General Tashiev for his call for peace and stability, as well as for rejecting illegal actions.
Kyrgyzstan faces important tasks. We need to hold major international events and celebrate the 35th anniversary of Independence with dignity. This should happen in a calm and stable environment. Presidential elections are scheduled for January next year, and they must take place on time.
I assure you that this year the multinational people of Kyrgyzstan, every family, and every citizen will feel a significant improvement in their quality of life. The government is working on fulfilling this task set by the head of state.
Today, we need to unite around the democratically elected president Sadyr Japarov and support his course towards strengthening legality and stability, continuing what has been started in the name of the future of Kyrgyzstan," concluded Baisalov.
