Baisalov found those responsible for the rift between the president and the head of the GKNB


Edil Baisalov, Deputy Chairman of the Cabinet of Ministers, shared his thoughts on the recent political changes in Kyrgyzstan on his Facebook page. He commented on the resignation of Kamchybek Tashiev from the position of head of the GKNB and expressed his viewpoint:

“I believe it is important to openly discuss the events that have occurred. For five years, it has been clear that the President of the Kyrgyz Republic, Sadyr Nurgozhoevich Japarov, has been working on creating a structure of state governance in close cooperation with Kamchybek Kydyrshaevich Tashiev. All significant decisions were made only after joint discussions and consultations. This model of shared responsibility has been stable and has surprised many observers with its durability over the years.”

In his opinion, such a system could continue to serve the people well. General Tashiev has repeatedly emphasized his support for the president, openly stating his agreement with the course of the head of state and his candidacy in the upcoming elections, which indicated his commitment to the initiated reforms.

However, in recent months, some unscrupulous forces, presenting themselves as supposedly supporters of the people, began to manipulate the situation, creating false representations of personal power ambitions and the necessity for a change of power. These actions led to the emergence of dangerous uncertainty and rumors of dual power in the country.

It is the actions of these provocateurs that have caused disagreements between Sadyr Japarov and Kamchybek Tashiev, threatening the stability of society. This cannot be allowed: power must be clear and centralized. President Japarov, who has sworn to the people and the Constitution, must ensure the unity and stability of the state.

We cannot afford to repeat the mistakes of the past, when important state issues were reduced to personal relationships. The president must serve the people and the Constitution, and no personal connections should outweigh his obligations to the state. As a mature society, we must not allow discussions of key issues to be reduced to disputes between two individuals.

Furthermore, it is necessary to recognize that in recent years, a balance has been disrupted in the governance system, leading to an excessive concentration of functions in security agencies. This has created an atmosphere of fear and persecution, which has justly drawn criticism from civil society and youth.

In the history of Kyrgyzstan, there have been periods when legality was replaced by political interests. Violating the rule of law undermines the foundations of a constitutional state. Previous excesses, no matter how well-intentioned they were justified, contradict the spirit of our Constitution. Kyrgyzstan must remain a rule-of-law state, protecting the rights of every citizen. We must leave behind inappropriate powers and strive for mature governance, where each authority acts within its powers.

I regret to note that this stage of our political history has ended unexpectedly for all of us. However, it should be acknowledged that uncertainty must be left in the past. We must give credit to General Tashiev for his call for peace and refusal to engage in illegal actions.

Kyrgyzstan faces important tasks, including organizing major international events and celebrating the 35th anniversary of independence. We must ensure these occur in a stable and calm environment. Presidential elections are expected in January next year, and I am confident that this year every citizen will feel an improvement in the quality of life. The people's government is actively working on this task set by the head of state. We need to unite around the democratically elected President Sadyr Japarov and support the course towards strengthening legality and stability for the future of Kyrgyzstan.”
