Bekeshev criticized the situation with district No. 13: We need to find a "scapegoat"

The criticism from Deputy Dastan Bekeshev of the Jogorku Kenesh was directed at the situation in electoral district No. 13, where decisions regarding the voting results were reviewed multiple times and often contradicted each other. He expressed the opinion that such actions undermine citizens' trust in elections, which, in turn, may lead to a decrease in voter turnout.

In his statement, Bekeshev noted that with such "legal manipulations," it is difficult to achieve high voter activity. He emphasized that under the current conditions, "little depends on voters and candidates," as the election results can constantly change.

The deputy also added: "If they want, they will annul the election results, call for repeat elections, and then once again announce the results of the annulled elections."

Bekeshev stressed the need to personalize responsibility in such situations. Otherwise, he said, the voters themselves remain to blame, as they "believed in the elections and came to vote," as well as the candidates who spent time and resources participating in the elections.

He emphasized that in such circumstances, specific individuals must be held accountable. "We need to find a 'scapegoat'; otherwise, only the voter who believes in the elections and goes to vote is to blame," he noted.

In this regard, Bekeshev announced that he plans to exclude from the election bill the provisions that encourage citizens to vote, believing that such measures "will not lead to anything positive."

Earlier, the Central Commission for Elections and Referendums revised its decision regarding the results of the early elections in the multi-mandate district No. 13. At the meeting on February 13, the CEC annulled the previous resolution and recognized the elections as having taken place.

As a result, deputies approved Aibek Altynbekov, Talant Mamytov, and Aigul Karabekova. However, the voting results for one of the candidates, Baktybek Sydykov, were declared invalid. The previous decision to hold repeat elections scheduled for March 1 was also canceled.

This decision was made following appeals from candidates and in light of new facts discovered within the framework of a criminal case. According to the investigation's results, violations related to the placement of phones at polling stations were committed by supporters of one of the candidates.

It is worth noting that on December 3, 2025, the CEC annulled the registration of all 14 candidates in district No. 13 due to violations related to the installation of cameras by observers at polling stations, which violated the secrecy of the vote. Subsequently, repeat elections were scheduled, in which 23 candidates registered.
