At a recent parliamentary meeting, the draft law "On the Ratification of the Protocol Amending the Marrakech Agreement Establishing the World Trade Organization (Agreement on Fisheries Subsidies)," which was adopted at the 12th session of the WTO Ministerial Conference on June 17, 2022, in Geneva, was discussed. During this discussion, the deputies noted numerous issues related to the fishing sector.

Deputy Dastan Bekeshev emphasized the need to reduce the cost of fishing licenses and proposed implementing the option to pay through electronic wallets. He highlighted the importance of creating more accessible conditions for sports fishing enthusiasts.

Erkinbek Isenaliev, another parliamentarian, added that many fish farmers express dissatisfaction with the lack of imported fish feed. "There is an opinion that someone might be interested in this issue, and the quality of local feed leaves much to be desired," he noted.

Representatives of the Ministry of Water Resources and Agriculture informed that previously, no VAT was imposed on the import of feed. "Now, to support domestic producers, the government has introduced VAT on imports. Nevertheless, entrepreneurs still have doubts," they added.

Additionally, Tabyldy Muratbekov, another deputy, called for a reduction in the prices of fishing licenses or an extension of their validity, noting that after the ban on mass fishing at Issyk-Kul, the ecological situation has noticeably improved. He stressed that many people, especially the elderly, enjoy spending time fishing, but high ticket prices are a barrier for them.

As a result, the deputies adopted the draft law in its second reading.
