The GKNB responded to the proposal to review the criminal cases they handled.

The State Committee for National Security (GKNB) has commented on proposals to create an interagency commission to review criminal cases investigated over the past five years.

In its statement, the committee emphasizes that there are clear procedures defined by law.

According to the Constitution of the Kyrgyz Republic, the principle of separation of powers among state bodies is the foundation of state authority.

Moreover, the criminal procedural legislation establishes that oversight of the legality of criminal investigations conducted by investigative bodies (including GKNB and the Ministry of Internal Affairs) is carried out by the prosecutor's office, while judicial bodies are responsible for justice.

In accordance with the provisions of Article 8 of the Criminal Procedure Code of the Kyrgyz Republic, the review of sentences and court decisions in criminal cases is only possible in the manner established by the Criminal Procedure Code and only by the relevant courts. Procedural decisions made by investigators can be reviewed and overturned by supervisory bodies.

In this regard, the proposal to create a commission to review criminal cases contradicts constitutional principles, as the legislation prohibits interference in investigative and judicial activities, the commentary notes.

At the same time, in accordance with the directives of the country's president, a large-scale reform is being implemented in the GKNB, covering all aspects of its work. The goal of the reform is to adapt the National Security Service to modern challenges and threats, enhance measures for intelligence and counterintelligence, combat terrorism and extremism, as well as fight corruption and organized crime, and ensure economic and information security.

In the press release, the GKNB emphasizes that its activities are carried out in strict accordance with the laws, with respect for the rights and freedoms of citizens guaranteed by the Constitution.

On February 10, the President of the Kyrgyz Republic, Sadyr Japarov, signed a decree relieving Kamchybek Tashiev of his duties as Deputy Prime Minister — Chairman of the GKNB.

Following this, significant personnel changes were made in the GKNB.

There were also structural changes: the border service was removed from the GKNB.

Additionally, the State Guard Service under the President of the Kyrgyz Republic was established based on the 9th service of the GKNB.

It is reported that after the appointment of a new leader, the special services expect significant reforms and a return to their core tasks.
