
The National Investment Agency (NIA) under the President of the Kyrgyz Republic is actively working to enhance the institutional protection of investors' rights, as well as to improve mechanisms for addressing their complaints, as reported by the agency's press service.
Since the introduction of the new procedure for investor complaints on January 28, 2022, the NIA has registered 63 appeals by January 2026, of which 61 have been considered. From 2022 to 2024, 35 complaints were received, and in 2025, there were 24, plus two complaints carried over from 2024. The agency has provided assistance to investors in resolving issues related to additional tax assessments, refusals by local authorities to provide or extend land plots, as well as illegal inspections by law enforcement agencies and other administrative difficulties.
Additionally, the NIA offers legal consultations and clarifies legislative norms, which facilitates more timely decision-making by investors. Agency specialists conduct expert reviews of investment agreements and regulations in the field of investments, ensuring compliance with laws and protecting the interests of all parties.
On May 12, 2025, the NIA was integrated into the automated information system of the General Prosecutor's Office, known as the "Investor Complaints Register," which contributed to increased transparency of procedures and improved inter-agency cooperation for the protection of investors' rights.
In accordance with the presidential decree, an open dialogue organized by the NIA took place in Bishkek, where participants discussed ways to improve the investment climate, legal protection for investors, and strengthen trust between business and government.
The event was attended by heads of government agencies, representatives of the Secretariat of the Council for Business Development and Investments under the Cabinet of Ministers of the Kyrgyz Republic, as well as business associations. An important outcome of the meeting was the signing of a tripartite memorandum of cooperation between the NIA, the General Prosecutor's Office of the Kyrgyz Republic, and business associations aimed at developing partnerships between the state and the private sector.
Dialogue participants called on government agencies to actively facilitate the creation of stable and predictable conditions for doing business, which, in turn, should enhance the country's investment attractiveness.
