Member of the Central Election Commission Kairat Mamatov criticized the idea of reducing the size of the commission

Kairat Mamatov, a member of the Central Commission for Elections and Referendums, expressed his dissatisfaction with the initiative of the deputies of the Jogorku Kenesh regarding the reduction of the number of commission members.

He emphasized that the current composition, consisting of 12 members, ensures parity between the president and the parliament — with six representatives from each side. According to Mamatov, this is important for considering the opinions of both branches of power and maintaining institutional balance.

Mamatov also noted that reducing the composition to 8 or 10 members, even if parity is formally preserved, will lead to a decrease in the commission's representativeness and may change the distribution of influence among its members.

"In times of crisis or political instability, pressure on a larger commission is more difficult than on a smaller one. The fewer members there are, the easier it is to influence final decisions," he added.

Furthermore, Mamatov pointed out that the mechanisms for forming the Central Election Commission are directly related to the trust of both society and international observers in the electoral processes. Therefore, any discussions about changes should take into account not only efficiency and financial aspects but also the necessity of ensuring the independence of this body, which is responsible for conducting elections.

We remind you that a draft constitutional law has been proposed in the Jogorku Kenesh, which suggests reducing the composition of the Central Commission for Elections and Referendums of the Kyrgyz Republic from 12 to 7 members. The initiators of the document are a group of deputies.
