Deputies removed the bill on testing drivers who violated traffic rules from the agenda

At the meeting of the Jogorku Kenesh, the deputies decided to exclude from the agenda the bill concerning the testing of drivers who violated traffic rules.

The document, which was under consideration in the first reading, proposed the introduction of mandatory knowledge checks of traffic rules for drivers who committed certain offenses.

Many deputies expressed the opinion that the bill needs to be refined by the Ministry of Internal Affairs, pointing out existing contradictions in its content.

Gulya Kozhokulova, one of the deputies, noted that the implementation of this project raises doubts, considering the problems with traffic jams in the cities.

“We already have traffic jams on the roads, and if the traffic police start conducting tests on the spot, it will only worsen the situation,” she added.

Toktobubu Ashymbaeva urged the Ministry of Internal Affairs to present the bill on knowledge checks only after the complete digitalization of the process is finished.

“Currently, there is a possibility of human error, and not all areas have cameras installed. Everything you are proposing is already covered in Article 38.1. I believe the bill was presented too early,” she emphasized.

October Urmambetov, the Deputy Minister of Internal Affairs, explained that all details will be determined by a resolution of the Cabinet of Ministers. He noted that part 1 of Article 38 includes six provisions that already foresee retaking the exam for drivers recorded by the "Safe City" camera system. Article 38.2 also mentions knowledge checks at the site of the violation; if the driver does not provide the correct answer, they will have to retake the exam.

Urmambetov added that work on installing cameras is ongoing.

At the meeting, he also explained how the testing will take place.

“After the protocol is drawn up, the driver will be given a link to the test on a tablet. The program will present six random questions, and to pass successfully, it is enough to answer four of them correctly. In case of failure, the driver's license will be revoked, and the driver will be directed to retake the exam. Testing will be conducted for serious violations such as speeding, driving into oncoming traffic, illegal overtaking, and maneuvering,” he clarified.
