According to the initiator's statement, the purpose of the amendments is to clarify the procedure that allows draft laws to be adopted immediately in the second and third readings, or in all three readings simultaneously.
The current version of the regulations states that for the expedited adoption of a draft law, positive conclusions from the majority of deputy groups and factions, as well as from the relevant and responsible committees, are required.
The proposed amendments change this norm, introducing stricter requirements: for expedited consideration, the consent of all factions and deputy groups, as well as the relevant committees, will be necessary. If even one faction or group expresses protest, the draft law will have to be considered according to the standard procedure, without the possibility of quick adoption in the second and third readings.
Nurbek Sydygaliev noted that the existing rules may limit factions in expressing their political position, and the proposed changes are intended to guarantee the full participation of all parliamentary associations in the legislative process.
