The draft proposes an update to the list of activities of all parliamentary committees.
As stated in the accompanying note, the aim of developing the document is to optimize the work of the committees and to more clearly define their functions, taking into account changes in the powers and structure of the Jogorku Kenesh.
The draft redefines the powers of eight parliamentary committees, including:
- the committee on constitutional legislation and regulations;
- the committee on international affairs, defense, security, and migration;
- the committee on agrarian policy, water resources, ecology, and subsoil use;
- the committee on science, education, innovations, IT, culture, sports, and youth policy;
- the committee on industrial policy, transport, energy, architecture, and construction;
- the committee on finance, budget, entrepreneurship, and competition development;
- the committee on judicial and legal issues, law enforcement, combating crime and corruption;
- the committee on labor, health, women's issues, and social matters.
In the accompanying note, it is mentioned that during the preparation of the document, the proposals of the committees were taken into account:
- the committee on international affairs received clarifications on issues related to international agreements, excluding the provision on the coordination of the appointment of ambassadors and consuls general;
- the committee on agrarian policy expanded its powers in the areas of water, ecology, subsoil use, and agriculture;
- the committee on science and education clarified the directions concerning information technology and religion;
- the committee on industrial policy included issues related to logistics for hard-to-reach settlements and state housing programs;
- the committee on judicial and legal issues specifically emphasized topics related to the judicial system, the status of judges, procedural legislation, and the prosecution.
The authors of the initiative emphasize that the adoption of the resolution will not require additional costs from the republican budget and does not require a regulatory impact analysis, as it is not related to entrepreneurial activities.
