Tokayev noted that "no one is trying to diminish the importance of the Constitution, which has played a key role in the country's achievements over the past three decades." He added that "a significant credit for this belongs to the first president Nursultan Abishevich Nazarbayev." The head of state also mentioned that the fundamental law was adopted during difficult times when Kazakhstan was just beginning its path to independence, reflecting those challenging years.

According to him, in recent years, Kazakhstan has undergone numerous changes that have significantly impacted national consciousness, causing strong upheavals. Tokayev emphasized the need for a new Constitution to update the country's goals, values, and principles.

The expanded government meeting, chaired by the president, has become a traditional format for working with the cabinet of ministers and is held once a year.

On January 31, a draft of the new Constitution was presented in Kazakhstan, which will be put to a referendum. Discussions on this document continue at meetings of a specially created working group. The proposed Constitution includes a transition to a unicameral parliament, the introduction of the position of vice president, reform of advisory and consultative bodies, and other changes. The current Constitution was adopted in 1995.
