The reasons for delays in arrival and issues with getting through were explained by the ambulance service of Bishkek.

The chief physician of the Bishkek Emergency Medical Center, Iskender Shayahmetov, shared information about the shortage of ambulance crews and vehicles.

According to him, all calls are processed in the central dispatch, where eight dispatchers with medical education receive and distribute them. There are 44 crews allocated for servicing the city, which include resuscitation, cardiology, neurology, pediatrics, and basic life support teams.

“After the reform of administrative-territorial division, new settlements were added to Bishkek, increasing the population by approximately 167,000 people. This expansion of the service area has negatively affected the response time of the crews. According to regulations, one crew should serve 10,000 people; however, with a population of over 1.3 million, the city needs about 130-140 crews, while there are actually only 44,” he noted.

Additionally, Shayahmetov pointed out that the number of dispatchers has remained at eight, which creates additional difficulties with getting through. The Ministry of Health has instructed to increase the number of operators to 16.

“There are also other problems, such as outdated infrastructure and traffic jams. All central substations are located in the city center, while the southern districts are actively being developed. Often, it turns out to be impossible to reach remote neighborhoods within the regulatory 24 minutes,” he added.

A new substation is currently under construction on Suverkulov Street, which will be located on the territory of the perinatal center. It will be equipped with 24 dispatch consoles, four consulting doctors, and 15 crews. This will allow for the decentralization of operations and bring specialized teams closer to densely populated areas,” Shayahmetov explained.

He also noted that there is a shortage of vehicles. “Every day, 20-25 transports are carried out, including patients on hemodialysis. Despite the fact that new substations have been built, they cannot be launched due to a lack of vehicles. According to Shayahmetov, most of the new cars are sent to the regions, while there is a shortage of specialized equipment in the capital,” he concluded.
