150,000 soms under the Social Contract is not enough to lift people out of poverty; the starting capital needs to be increased, - deputy

At the plenary session of the Jogorku Kenesh on January 29, 2026, Deputy Kamila Talieva proposed an initiative to increase the amount of the Social Contract. She noted that the current starting capital of 150,000 soms is insufficient to support aspiring entrepreneurs.

She reminded that the previous amount of the Social Contract was 100,000 soms, and it has since been increased to 150,000 soms.

This statement was responded to by Deputy Minister of Finance Nurbek Akzholov, who reported that work on the Social Contract has been ongoing since 2020, and more than 15,000 citizens have already benefited from this program.

Talieva expressed the opinion that the proposed amount is not enough to significantly reduce the poverty level in the country and emphasized the importance of further efforts in this direction.

The discussion about the necessity of increasing the size of the Social Contract arose during the consideration of the draft Law "On the Ratification of the Loan Agreement 'First Program for Sustainable and Inclusive Growth Development' between the Kyrgyz Republic and the OPEC Fund for International Development," signed on September 22, 2025, in Bishkek (the bill is submitted for a second reading).

The Social Contract is a government program supporting low-income citizens, providing start-up capital for opening a business, developing a subsidiary farm, or professional training. These funds are allocated as grants on the condition of fulfilling obligations under the business plan. Since the program's launch in 2020, more than 15,000 people have benefited from it.

The program is implemented by the Ministry of Labor, Social Protection, and Migration in cooperation with the Ministry of Finance and local authorities. Although the contract amount was increased from 100,000 to 150,000 soms in 2024-2025, deputies insist on the need for further increases to achieve real results in the fight against poverty.
