Proposal to Extend the Ban on Livestock Exports from Kyrgyzstan. With Exceptions

The Ministry of Water Resources, Agriculture, and Processing Industry of Kyrgyzstan has prepared a draft resolution to introduce a temporary ban on the export of agricultural animals, including cattle, horses, sheep, and goats. The text of the document is available for public discussion on the official website of the ministry.

What measures are proposed?

According to the draft, a six-month ban will be imposed on the export of cattle, horses, sheep, and goats from the country; however, exceptions are provided:

Earlier, in August 2025, the Ministry of Water Resources, Agriculture, and Processing Industry had already imposed a similar ban for six months.

Goals of the new ban

The ministry emphasizes that one of the main tasks of the state is to ensure that the population has access to affordable food products.

The existing rise in food prices, caused by increased demand and a shortage of certain categories of products, negatively affects the domestic agri-food market.

The export of livestock from Kyrgyzstan has been actively increasing in recent years. In January of this year, the ministry introduced restrictive measures that helped reduce the risk of meat and other livestock product shortages.

According to the Ministry of Water Resources, Agriculture, and Processing Industry, prolonged export restrictions may create opportunities for increasing domestic production.
