What measures are proposed?
According to the draft, a six-month ban will be imposed on the export of cattle, horses, sheep, and goats from the country; however, exceptions are provided:- transit through the territory of Kyrgyzstan;
- sport horses that will participate in competitions;
- horses donated to foreign states, international organizations, or private individuals;
- animals listed in the first point, subject to export through the state operator – OJSC "Kyrgyz Agrohholding";
- export of horses by air transport.
Goals of the new ban
The ministry emphasizes that one of the main tasks of the state is to ensure that the population has access to affordable food products.The existing rise in food prices, caused by increased demand and a shortage of certain categories of products, negatively affects the domestic agri-food market.The export of livestock from Kyrgyzstan has been actively increasing in recent years. In January of this year, the ministry introduced restrictive measures that helped reduce the risk of meat and other livestock product shortages.
According to the Ministry of Water Resources, Agriculture, and Processing Industry, prolonged export restrictions may create opportunities for increasing domestic production.
