
On March 12-13, the III Forum of Heads of Tax Authorities of the Caucasus, Central Asia, and Mongolia took place in Tashkent (Uzbekistan), with the participation of Mirlan Rakhmanov, Deputy Chairman of the State Tax Service of the Kyrgyz Republic.
According to representatives of the State Tax Service, the main issue on the agenda of the forum was the problems of the shadow economy, global trends, and regional specifics. Participants discussed new approaches to enhancing the efficiency of tax administration and reducing the size of the informal sector.
During the forum, Rakhmanov gave a presentation in which he spoke about the digital initiatives being implemented in the tax authorities of Kyrgyzstan aimed at reducing the shadow economy and improving the efficiency of tax administration.
He emphasized that the State Tax Service is conducting a consistent reform of tax administration, transitioning from excessive control and manual processes to a modern digital approach that includes service orientation and partnership with taxpayers.
One of the key areas of reform is the fiscalization of tax processes and the introduction of digital tools, which leads to the creation of a transparent and convenient taxation system.
According to Rakhmanov, modern digital solutions help tax authorities process large volumes of data and shift to a risk-oriented approach in tax administration, which reduces administrative pressure on honest businesses and enhances control efficiency.
In his speech, he also discussed the implementation of electronic tools that contribute to combating the shadow economy and increasing tax revenues. These include information systems such as "ESF," "VAT," "CCM," "Unified Tax Account," "Inspector's Cabinet," as well as electronic services for taxpayers through the "Taxpayer's Cabinet."
Rakhmanov paid special attention to the digitalization of market administration through the information system "Bazar." He noted that the introduction of a special tax regime and this system has increased the transparency of trading platforms, improved the accounting of entrepreneurs, and strengthened tax administration.
According to Rakhmanov, at major markets "Dordoy," "Kara-Suu," and "Madina," where the "Bazar" system has been implemented, there has been an increase in tax revenues. In 2024, compared to 2022, the growth was 62.2 percent, and in 2025, tax revenues reached 1 billion 84.6 million soms, increasing by more than 64 percent.
The forum for heads of tax services from the Caucasus, Central Asia, and Mongolia is held to exchange experiences, develop joint solutions in managing budget revenues, and foster international cooperation.
