The GNS reported what is changing in inspections after the implementation of the "Salyk Kuzot" system.

The State Tax Service of the Kyrgyz Republic has announced the launch of a new analytical system called "Salyk Kuzot." This project aims to enhance transparency in tax administration, reduce corruption risks, and create fairer conditions for businesses, as reported by the PR department of the State Enterprise "Salyk Service" under the STS.

According to the Deputy Chairman of the STS KR, Bakyt Jienbekov, this system was created in response to numerous systemic issues that tax authorities have faced for a long time.

“Previously, a significant portion of analytical work was done manually, and data was stored in different systems, which did not allow for a complete picture. There were also risks of collusion between unscrupulous business representatives and some employees. We needed a technical solution capable of minimizing the influence of the human factor,” he emphasized.

Jienbekov added that "Salyk Kuzot" was developed to reduce the burden on businesses by decreasing the number of unnecessary inspections and direct contacts with inspectors.
The system aggregates information from the State Customs Service, electronic invoices, waybills, and other government databases, making it impossible to manipulate disparate sources of information.

“Kuzot” does not make decisions and is not a tool for punishment. It is an analytical tool that identifies signals and discrepancies in the data that inspectors should pay attention to,” Jienbekov explained.

The Director of the State Enterprise "Salyk Service," Shamsybek Kachkynbay uulu, explained the basics of how this system works.
“Essentially, it is a platform that automatically compares data from various government systems. We have configured it to report discrepancies and alert specialists,” he clarified.

Kachkynbay uulu added that with the appropriate analytical settings, "Salyk Kuzot" can track economic trends in real time, identify new tax evasion schemes, and respond quickly to emerging risks.

It was also noted that the system monitors the actions of inspectors. If the reporting appears correct but actual payments do not match the declared data, "Salyk Kuzot" records such discrepancies.
The head of the analytical work department of the STS KR, Bek Mamadaliev, emphasized that automated data processing significantly speeds up analysis, allowing a shift from reacting to consequences to preventing violations. “Salyk Kuzot” does not make decisions but only provides hints for the inspector, and in some cases, it can serve as a deterrent to prevent tax evasion by businesses.

The STS KR claims that the implementation of "Salyk Kuzot" is aimed at creating a transparent, competitive, and fair tax environment where honest businesses gain sustainable advantages.
