The Committee of the Jogorku Kenesh rejected the bill "On Amending the Law 'On Advertising'" in the first reading.

Today, March 2, the Committee of the Jogorku Kenesh of the Kyrgyz Republic, which deals with science, education, innovations, and information technology, as well as culture, sports, and youth policy, rejected the bill titled "On Amending the Law of the Kyrgyz Republic 'On Advertising'" at its first reading. The initiative was authored by Deputy Dastan Bekeshev.

According to Dastan Bekeshev, this bill is intended to protect the interests of homeowners' associations and property owners, allowing them to legally earn income from the placement of advertising structures. It is also aimed at preventing unjustified bans on the installation of modern advertising structures, such as LED screens.

The deputy reminded about the resolution of the Bishkek City Council No. 134 dated May 14, 2024, which effectively prohibits the placement of LED screens on the facades of residential buildings. "This contradicts current legislation and constitutional norms," Bekeshev emphasized, adding that the city hall requires obtaining an expensive facade passport.

During the discussion, deputies such as Gulsharкан Kultaevа, Saltanat Amanova, and the Committee Chair Toktobubu Ashymbaeva noted that there are discrepancies between the proposed norms of the bill and the conclusion of the Cabinet of Ministers. Deputy Bolot Sagynayev raised questions regarding the format and standards of LED screens, suggesting to add provisions in the law for coordination with local self-government bodies. Deputy Mayor of Bishkek Azamat Kadyrov added that the installation of LED screens without coordination could negatively impact compliance with the design code of the capital, especially concerning the facades of residential buildings and Soviet-era structures, as it may disrupt architectural integrity.

Dastan Bekeshev assured that in the second reading, the project would include provisions regarding zoning of territories and coordination with local authorities. Deputy Seidbek Atambaev expressed support for the bill, noting that in other countries, the installation of LED screens on the facades of residential buildings is permitted, provided zoning and brightness restrictions are observed. Deputy Sovetbek Rustambek uulu also supported the initiative, emphasizing the mechanisms for installing LED screens in regions, including private homes.
