In Bishkek, owners of private houses will be able to legally organize parking spaces on their plots if the land is designated for individual housing construction (IHC). This means that cars can now be parked in the yard for a set fee. It is planned to create parking lots with varying numbers of spaces — from 2 to more than 10, depending on the area of the plot and compliance with urban planning and sanitary norms.
The need for such a project is due to the increasing number of cars: about 468 thousand vehicles are registered in the capital, and considering visitors, the number of vehicles reaches 700 thousand per day. This leads to cars being parked on the shoulders, sidewalks, and in green zones, creating additional stress on the road network.
According to expectations, this innovation will help reduce the chaos in parking along the roads, decrease traffic load, and improve passage for public transport and emergency services.
As part of this project, the Bishkek city hall will be tasked with approving a procedure that will allow private homeowners to organize parking spaces on their plots, as well as set tariffs for these services. It is specified that the project will be implemented on preferential terms, providing a simplified registration process for participants in the pilot project.
The pilot mode will last until February 1, 2027. After this period, the results will be evaluated, allowing for a decision on the possible permanent implementation of this practice.
Currently, the draft decree of the President of the Kyrgyz Republic is undergoing public discussions and approvals with various ministries and agencies of the country.
