
In Bishkek, owners of individual residential houses will be allowed to organize parking spaces on their plots if the land is designated for individual housing construction (IHC).
According to information provided by the city administration, owners will be able to legally park cars in their yards for a fee. It is planned to set up parking lots of various capacities — from 2 to 10 or more parking spaces, depending on the size of the plot and compliance with urban planning and sanitary standards.
This decision has become necessary due to the increasing number of cars in the city: as of today, about 468 thousand cars are registered, and considering visitors, their number reaches 700 thousand per day. This leads to cars often being parked on the roadside, sidewalks, and green zones, creating additional strain on street infrastructure.
It is expected that the implementation of this project will help reduce chaotic parking along roads, decrease the load on the transport network, and simplify movement for public transport and emergency services.
In this regard, the city administration is instructed to develop a procedure regulating the organization of parking spaces on private property, as well as to establish tariffs for these services. It is specified that the project will be implemented on preferential terms — participants in the pilot will have a simplified registration process and special conditions.
The pilot project will be in effect until February 1, 2027. After analyzing its results, a decision will be made regarding the possibility of its further establishment.
Currently, the draft decree of the President of the Kyrgyz Republic is in the stage of discussion and coordination with various ministries and departments.
