The Parliament of Kyrgyzstan adopted amendments to the law on conflict of interest

Today, March 12, during a meeting of the Jogorku Kenesh, deputies discussed and approved the draft law "On Amendments to the Law of the Kyrgyz Republic 'On Conflict of Interest'" in the second reading.

The initiator of this draft law was the Chairman of the Cabinet of Ministers.

Gulnara Akimbaeva, Deputy Chairperson of the Committee on Constitutional Legislation, State Structure, Local Self-Government, and the Regulations of the Jogorku Kenesh, presented information about the draft laws.

The purpose of the draft law is to clarify concepts, define a single authorized body, optimize the procedures for declaring and verifying data, and implement effective accountability measures.

During the discussion, Deputy Elvira Surabaldiyeva asked whether any statements regarding possible or existing conflicts of interest had previously been received from public servants and inquired whether these cases had been officially registered.

Representatives of the Cabinet of Ministers reported that no such statements had been received. Deputy Ulan Primov raised the issue of mechanisms for regulating conflicts of interest and the possibility of applying disciplinary sanctions, including dismissal from office.

Deputy Kamila Talieva drew attention to the proposed changes in Articles 7 and 28 of the law on conflict of interest, concerning the responsibility of individuals subject to the provisions of the law, as well as the authorized state body entrusted with the functions of coordinating and monitoring the implementation of this law.

Deputy Dastan Bekeshev clarified which categories of citizens the provisions of the law apply to and requested clarification on who exactly falls under its actions. Deputy Gulya Kozhokulova touched on issues concerning the powers and activities of the Ethics Commission. Deputy Toktobubu Ashymbaeva also highlighted the new wording of paragraph 2 of Article 4 of the law on conflict of interest, regarding "affiliated persons."

Additionally, the deputies reviewed and approved the draft law "On Ratification of the Protocol on Amendments to the Agreement between the Government of the Kyrgyz Republic and the Government of the Republic of Kazakhstan on Border Crossing Points dated December 25, 2003, signed on August 22, 2025, in Bishkek" in the third reading.

This draft law proposes changes regarding the status of the border crossing points "Tömönkü-Chüy-automobile" ("Kamyshanovka-automobile") and "Kichi-Kapka-automobile," transitioning them from a bilateral to a multilateral (international) regime. It is also planned to change the operating mode of the "Tömönkü-Chüy-automobile" border crossing point from daytime operation to round-the-clock operation. These changes are necessary to create favorable conditions for the development of tourism, increase the flow of cargo and passengers, and improve infrastructure.

The Jogorku Kenesh also adopted the draft law "On Amendments to the Law of the Kyrgyz Republic 'On State Civil Service and Municipal Service'" in the third reading, which aims to improve the legal status of citizens who worked in the Eurasian Economic Commission, as well as individuals who held political state and municipal positions.
