During the discussion, Primov pointed out the sharp rise in food prices. He noted that the price of flour ranges from 1700 to 2500 soms depending on the type, while the minimum consumer basket is approximately 8700 soms. The deputy highlighted that families with an income of around 6000 soms may not receive benefits despite having children, which calls into question the current criteria for neediness.
According to the deputy, the country's economy shows signs of growth, but payments continue to be allocated based on norms from 2020. He emphasized that since then, both prices and the level of inflation, as well as the real living conditions of citizens, have changed, making it necessary to update the existing rules.
Furthermore, Primov addressed issues related to asset consideration when allocating benefits. He stressed that the presence of equipment or vehicles can automatically exclude citizens from being recipients of benefits. In rural areas, in his opinion, such equipment as agricultural machines or combines is used only seasonally.
The deputy proposed to revise the current legislation to take into account the real living conditions of the population and create opportunities for improving the material situation of families, rather than depriving them of support due to the presence of minimal assets.
The Minister of Labor, Social Protection, and Migration, Kanat Sagynbaev, reported that proposals to increase the guaranteed minimum income and improve the criteria for social payments are currently being considered. According to him, after agreement, these proposals will be sent to the Ministry of Finance.
