I.E. reported that, despite the established salary of 50,000–60,000 soms per month, the salary for December 2025 was not paid. In this regard, a criminal case has been initiated on the grounds of fraud, according to Article 209 of the Criminal Code of the Kyrgyz Republic.
The investigation revealed that G.A., born in 1993, began performing concrete works at the facilities of HPP-1 and HPP-2 of the company "A.G.E." in October 2024, acting as a subcontractor based on a verbal agreement. The cost of pouring one cubic meter of concrete was 5,500 soms. An individual entrepreneur was registered in the name of G.A.'s wife, E.K., who issued a power of attorney.
About 100 local residents participated in the work, who were paid 200 soms per hour. However, from November to December 8, 2025, salaries were not paid to approximately 25 workers.
The investigation established that during the specified period, 7,200 cubic meters of concrete work and other construction works were completed. The total amount received by G.A. from the company "A.G.E." amounted to 43,446,878 soms, of which 3,115,000 soms were paid in taxes.
In accordance with Article 96 of the Criminal Procedure Code of the Kyrgyz Republic, G.A. was detained and placed in a temporary detention facility. The investigation is ongoing.
