According to the press service of the Ministry of Natural Resources, in March 2025, the composition of the interdepartmental commission dealing with air quality improvement issues was updated. It includes representatives from 25 different ministries and agencies, as well as deputies of the Jogorku Kenesh.
The agency listed key measures being taken to improve air quality:
- Simplifying access to gasification and reducing the financial burden on the population. In accordance with the Cabinet's order, homeowners can access preferential loans for gasification of up to 150,000 soms at an annual interest rate of 3%, significantly lower than the previous rate of 8%. This has led to over 51,000 homes in Bishkek connecting to gas, which has reduced coal consumption by approximately 100,000 tons;
- In October 2025, a ban was introduced on the import, sale, storage, and use of bulk coal with a fraction of 0-13 mm in the Chui region and Bishkek. This restriction does not affect enterprises engaged in heat energy production;
- Systematic work is being carried out on state ecological control. Regular raids are conducted across the country to protect the atmosphere. In 2025, 202 protocols were drawn up for exceeding emission standards by vehicles, with total fines amounting to over 3.7 million soms. Additionally, 450 protocols were issued amounting to 9.87 million soms against business entities, and 3,795 notifications were sent regarding the need to comply with environmental standards;
- The Ministry of Natural Resources, Ecology, and Technical Supervision is actively involved in creating the natural-ecological framework of Bishkek, aimed at improving the quality of life and the ecological situation in the city.
